Scappoose administrator Sue Hays will finish the last 15 months of her contract not as high school principal but, effective earlier this week, as the district’s director of curriculum and instruction. The move happens nearly a year after the Scappoose School Board unanimously voted not to renew her contract.
The change in assignment carries the exact pay and benefits Hays received as principal, a cost the district is covering by leaving open the position vice principal Eric Clendenin vacates as he moves up to fill Hays’ position. The district will still have to foot the bill as Clendenin makes the step up from earning around $85,000 as a vice principal to earning just under $97,000 as a principal.
Scappoose School District Superintendent Paul Peterson said the re-assignment swaps an administrator at the high school level for more curriculum development and school improvement support at the district level. He said he made the decision because it better leverages Hays’ skills and abilities and provides a more structured and organized approach to school improvement and instructional development.
Hays will be taking on the task of rewriting the district’s teacher evaluation system, coordinating the district’s instructional leaders and implementing improvement strategies in the districts continuous improvement plan.
Hays’ new position existed in the school district a number of years ago, Peterson said. Whether it will outlive the end of Hays contract is unknown at this time. “We won't decide that until next year sometime,” he said.
In the meantime, Peterson indicated that the vice principal position would remain vacant for now.
Despite the absence of a vice principal, Clendenin said he’ll be receiving help, especially with discipline.
“Sue has created a phenomenal foundation,” he said.
Hays declined to comment for this story.
Ms. Hays is both unprofessional and biased. She does not deserve to work with our children and lacks the integrity to serve as a liason or an effective advocate for children. I moved my family out of Scappoose, in part, due to her premature opinions and negative impact on my family and specifically, my relationship with my child attending the high school. I refuse to subject my younger children to ANY possible influence or interaction with someone so racist and narrow-minded. She is a definite disgrace to the community.

It's interesting that Mr. Petersen felt the need to "promote" Ms. Hays when he publicly stated in a school board meeting that they wouldn't renew her contract as principal. So which is it...she isn't worth renewing or she is doing a great job and you had to promote her? Why are we paying Mr. Clendenin top pay for a First time Principal job? Something just doesn't add up!!!
